Why can't we have pan-gender trans-gender or non-binary characters?

We aren't against that irl, but it
1. Makes everything more confusing since there are only two categories in the HG; male and female.
2. Is unfair to other players, eg; a born male is trans-gender and turns female. That is unfair because the 'female' would still have manly strength and everything but still look female and all that stuff. (view spoiler)[Here's a whole article on it; https://thehill.com/opinion/civil-rig...

How often are the Games reset?

If the group isn't active I'll reset them but usually whenever the rp ends and one person is left. We must keep in mind that we cannot let our characters live forever especially after getting stabbed or something so we must accept it. We also must ask before killing someone else's OC. Unless it's a cheapo tribute
