Becca's suggestion of Witchlanders by Lena Coakley looks very promising.

Quotes from the book:
- He and his twin brother Farien were special. They would be a singer pair someday; their harmonies would make a magic unheard of since the old times.
- Farien had been like a ghost the year before he died, thin and sad, hardly speaking to anyone. Full of shame. (...) Or...could this magic have come from Farien somehow, a parting gift from a dead twin?
- He shifted his song slightly, and one of the birds stopped in midair. Had he done that?

The story follows two male protagonists. One who lives above a cliff(?) And one that lives below. The protagonists that lives above the cliff comes from a very developed country/society (very snooty). He had a twin brother who I believe passed away which was why he had to move out on his own. Everyone had assumed that he and his twin brother were going to be one of the singing pairs (side note: I believe there was a special name/terminology for this, possibly a part of the title, however there was a concept where people had to sing in pairs to create magic-like affects specifically affecting the environment for the most part in the book and they had a soecific person they were paired too, not just anyone could do it), however for some odd reason they were not. The other protagonist lived in a smaller less devolped village. I believe his family was in debt and he had a friend who he often talked with. He mostly worked in the fields.

Moderate spoilers: This could be incorrect but I believe the protagonist with the twin was directly involved in the death of his twin/and or was over joyed about it. There was also a scene I remember vividly where the protagonists in the valley was singing, and so was the one with the twin. This was intial singing situation. I beleve it is in this same situation that the one with the twin either was contimplating or did kill a bird while they were singing via the singing.

Ending spoilers: the two protagonists only finally meet towards the end of the book. I believe they end up entering this cave system or tunnels to do so? In anycase in these tunnels they find what appears to be historical records/writing/murals. They find that what they thought was the history of their two seperate lands was entirely wrong. In specific they discover that there were two singing woman (I believe sisters) and they used to be together but then were forced apart (It was either that or they got into fight), which was contridctory to what they had both learned from their own places.there was possibly some mention of the two protagonists being the next version of the sisters.
Onto things to mention. I literally read this book 7 years ago and want to re-read it because I enjoy it but cannot remember it so please forgive me if I'm inaccurate in my description. There is a small possibility that this is not actually a book, and instead some sort of fever dream I had but I sure hope it was actually a book.
As far as I'm aware it was a standalone book (or at the very least the first in the series since there was no mentioned previous book on the back). It would have been a few years old at the time I read it. The ending was kind of jarring in that it felt unfinished (it ended in the caves) so I remember looking for a sequel but couldn't find one. Although I put magic in the title for singing I dont believe the book ever calls it magic as it, like I said, was more focused around being connected with and in control of nature.
Theres a possibility one of the protagonists is not a male, however I doubt that that is the case. Theres also a possiblity that the "magic" wasn't done by singing but I highly doubt that as well.
I hope I've gone specific engough that someone out there knows what I am talking about, and appreciate any suggestions as to what it may be. If nobody can find it I plan on writing the book myself and hoping I get copywrite striked or something like that so I can find the original book.
Please let me know if you need clarification/a shorter summary! :)
