SOLVED. YA maybe Fantasy/ Myth/ Thriller. Book was about an older and younger sister that lived in a small town near the esopus (upstate NY) and they had no parents? Read around 2012-2013. [s]

The older sister could convince anyone to do anything she wanted. The younger almost drowned and the water tried to claim her so her older sister swapped places with her at the end. I believe the younger sister wanted to leave the town they lived in but the older wouldn't let her. It mentions the building of a dam that flooded the original town in that area and some obscure local legend I don't remember. I think if someone drowns in the river the dead people claim them and won't let them go or something. I read this around 2012/2013 and it seemed like a somewhat present based book.
