This book came out in the early 2000s. The cover is navy blue and features a group of girls holding lanterns rising out of bed. The farther back in the background you go, the girls fade/transform into piles of snow.
The rest of the picture book is the same way: each picture has a foreground that "transforms" into a different picture as you look into the background.
I believe the author had other books with similar illustrations, but I'm not certain.
