I read this several years back and I can’t remember the name, the planet’s ocean was made of a goo or something and it formed into the scientists memories to try and communicate?

I can't remember the plot of this very well but Anne McCafferty's Powers That Be contains a sentient planet. I think it had colonists living on it though, rather than scientists.
You might be thinking of C.S. Friedman's Coldfire trilogy (first book is Black Sun Rising). Essentially, the planet is wrapped in an energy field that responds to the psyche of the would-be colonists.
