I read this with class in 2001 and it was around before that. It is set in some abandoned buildings I believe and features conflicts among the kids that the protagonist, a young girl, must confront as well as solve logistical problems.

That's exactly it. Thank you so much. After reading the reviews on Goodreads, and recalling the school I taught at, I'm not sure I want to read this with my student, but at least not knowing the name isn't driving me nuts!
