Even though he agrees with Ralph, and is repeatedly tormented by Jack and the hunters, he refuses to speak up in the face of adversity, he just knuckles under. This is a problem because Piggy is one of the few boys left who is still attached to common sense and civilization, and his input needs to be heard. This is part of what will eventually lead to his downfall as he as viewed by the others as weak, and soft.
