Girl with a broken arm who gets a drawing of a mermaid on it

The main character is a female teen (or younger?) who I think lives on a coast possibly in a lighthouse (I'm not sure if that's real or not) and all these other young cool teens hang around the place, possibly her older brother or sisters friends? She breaks her arm, and one of the guys she has a crush on draws/paints a mermaid on her cast but draws it I think with her breasts showing?! And I think the mermaid is meant to look like the main girl. I think there was beach and surfing themes possibly aswell?? I read it around 2008-2009.

I think the cover was mainly blue?? I have been searching for years, to no avail, would love to find it, cheers!
