SOLVED. Children's Picture book. The moon takes/kidnaps a baby from the baby's older sister. The older sister desperately tries to get her baby brother back from the moon. The moon ends up giving her baby brother back. Must have read around 1998-2000. [s]

A little girl is taking care of her baby brother. The moon, who is personified with a women's face, wants to hold him, but his sister is hesitant about letting the moon hold him. Either the moon tricks the girl into letting her hold the baby or she reluctantly gives the moon the baby to hold for a little while. However, when the girl asks for him back, the moon does not want to give the baby back. His sister has to "chase" down the moon to try to get him back. Eventually, the moon either willingly gives him back to the girl or the girl tricks the moon into giving him back.
This book haunted me as a child and now haunts me still because I can't find it. Any help is appreciated.
