YA. Urban Superpower novel with a Flying main character and Power erasing/ amplifying experiment. Read 2012-2016.

The genre was something akin to urban fantasy, and I know for a fact I found it in the Young Adult section of my local library, so that's a definite addition to genre.

This book is an amazing read and I've been trying to find it for ages. i remember it being available at the local library, but unfortunately I let my library cards go bad so I'm kind of locked out of that account until I make the drive back there. But I digress.

The story follows a teenage boy who has the power of flight and enjoys using his abilities to travel to school. Eventually, he meets a teen girl with the same abilities as a feline, and is sort of indoctrinated into a group of superpowered individuals. I vaguely recall one member without superpowers and just an abundance of knowledge, and another who had a black hole or singularity in his chest. They have a run-in with the government, and this ice-manipulating lady (if I recall correctly) offers them either a procedure or a drug (most likely the latter, if memory serves, but I'm unsure) that has a 50/50 chance of either amplifying their existing powers or straight-up removing them. The main character chooses to go through with it, and in the epilogue, he eludes to biting through his pillow, implying the addition of super strength to his ability roster.

I had to have read this book around 2012-2016, sometime in there. I don't believe I've gone to the library since. I've been hunting for this book for ages with no luck. Any help is appreciated!
