Fiction - Reporter investigating serial killer/rapist has run in with him and escapes

Okay so I have been looking for a book for close to 2 decades now if anybody knows the title/author please help!
It's about a reporter who is covering a serial killer/rapist in her town (I believe it was set in California), I know she actually runs into him at one point and he attempts to attack her but something scared him off or she got away.
