This case was a nightmare for authorities. It was already a cold case when it was reported and the jurisdiction wasn't clear cut. I think the cracks ate this one and no one wanted to acknowledge that.
My feeling is Colorado Springs is a college town. Law enforcement doesn't want to cast a shadow on the college. Add to that a nosy reporter, and they put up roadblocks. Also, I thought the "bully" (I forgot his name) had money and influence.
Art was the bully.
I could see them being wary about a reporter nosing around, especially one from out of town. But Scott was still missing. I expected them to be more helpful and when they weren’t, I had to question their motives.

I don't think they wanted anything to do with a reporter. Odds are any reporter was going to do a story on how the police weren't doing their job, so they were wary. Max just wanted to see what had been found so far so she could continue the investigation.
