Fiction - Book with themes on racism, set in england. Read this about 2011/2012.

Set in seaside town, has a quote like "they started the fire but you handed them the matches". Pretty sure it is either neighbours or grandparents that are the racist ones, and that a young black boy was the victim. I read this in secondary school so reading level must be around that. Pretty sure poverty is a theme as well. Thankyou for any help
