Robots that cannot climb stairs (sci-fi story/book)

I haven't read this story/book myself but I heard its theme. The storyline is about a machine rebellion, where robots are too stupid to climb stairs or ladders. Humans countered this by going to the second floor and removing ladders. I would appreciate any clue that might lead to this book!

Daleks can't climb stairs... so maybe one of the Dr Who/Doctor Who books?
