SOLVED. Fantasy/Fic: Book character (F) wants to adventure outside of her book. [s]

I read this book as a kid, so the year 1998 - 2000 ish.

The cover, if I remember correctly, has the young girl by the edge of water (a lake) with a forest behind her. She had brown hair and a pink, Victorian dress.

I don't remember much besides she is a book character in a very classical/fantasy setting and wants to adventure outside of her book, possibly into the real world, possibly into other books. At 8 ish years old, it was too advanced for me, so I'm assuming it's a YA novel. It was definitely a chapter book.

The title was something along the lines of "The Great Land of Small Things" or "The Small Land of Great Places" or something with those two play-on-words.

Thank you so much for any time spent on this; I've spent hours looking for it on Google and nothing comes up besides the same two books (The God of Small Things and Small, Great Things") which aren't it.
