NA book about a girl whose twin died when young, the hero wants revenge for the other sisters (and his soulmate) life. Spoiler ahead.

This is driving me crazy!
I’m trying to find this book about a girl whose sister/twin died when they were young, and she goes back to her town when she’s older but she doesn’t have a great memory of everything that happened.
The hero, gets closer to her but we find out that he wants revenge on her for the other girls death as they grew up together and he was in love with the other sister.

BUT the twist comes that the girl has been lied to her whole life and she is the sister who he has been bullying all along - the one he actually loves!

If you know - please help!

I am still looking eagerly for this new adult book! Pretty sure it was an elite style high school or college scenario. I’ve gone through all of my kindle library and I can’t find it! :(

I am fairly sure it involved a river of some kind, so perhaps the twin died that way. The ‘bully’ type tale is the hero having a vendetta against the girl because the ‘twin’ was the girl he was in love with from childhood.
