Fantasy Novel/Series with character covered in runes/tattoos/scars who could turn into dragon

I read these books 15 to 20 years so I apologize for lack of details. I don't even think it was main character but party member. Character was member of some special race or group whose body was covered in runes and during a battle turned into a dragon. Googling has gotten me nowhere. Thank you for your help.
