SOLVED. YA/ Children's Fantasy: A girl who goes into the ocean and is made undergo a journey (either as reparation or to gain trust). [s]

the reason I put ya/children's is because I read this book a long while back (so between 2012-2017)
the best way I can help is give a description of the cover page as well: the cover was a dark blue and had pink lettering. there was a border (in pink) made to look like small waves. the central feature was a girl with dark blonde hair swimming while wearing a flowy knee-length dress.
as for plot: the girl in question dives into the ocean (and I think transforms; can't be 100% sure). she's made to undergo a sort of journey (maybe to gain trust or as reparation). one other character I vividly remember is a male character (about same age) who is an ocean native (if that makes sense), he's kinda sassy and is important (but not central) to the plot.
I read this book when I was much younger and I absolutely loved it so finding it again would mean a lot.
