I read this around 2014, in my junior year. It was a red hardback.
I don't remember any of the character names, but the merrow just went by Merrow.
The main character was of a humanoid race that had an extremely extended lifespan. He had just reached his 100th or so birthday, which was when his race reached adulthood. His dream is to explore everything there is to explore on the surface of the world.
Two major plot points I remember: an island that only rarely appears that has magical wind with which you can speak into and send a message to anyone anywhere in the world, and the merrow that saved him has roughly the same dream as him, to explore everything under the ocean. They become friends because of this, but can't decide whether the boy will get gills to explore undersea with the merrow, or the merrow will give him her red cap, becoming legged, to explore the surface with him.
