SOLVED. Children's Fantasy. 3 witches. 1 starts a pizza delivery, first hide in a caretakers shed at a daycare/school. All sisters (3 witches). [s]

This is a bit jumbled, but I am trying to write from memory. These are the main parts of what I remember. bushland being bulldozed. 1 witch says they have to change with the times. Had a cat that got stuck in a school shed. 2 sisters wanted to be evil or only knew how to be evil, and were making a potion at the couldren. At the caretakers shed shed they find a girl that helps them. They fall asleep in the care-takers shed. The lady ran away when it was wet and soggy. There was 1 tall witch and 2 shorter and fatter or different shaped witches.
The cat was black.
One starts a WITCH BROOM PIZZA DELIVERY Makes broom out of a mop. Moved into an apartment and ran away from the other two witches. The other two witches were cold (it was raining) and begged their sister to help them. She showed them how to deliver pizzas and they started delivering pizzas to apartments, the problem was that when pizza was delivered by hand, it would be cold by the time the delivery person would climb all the aprtment stairs. Thats why the flying pizza delivery /and maybe groceries as well? was a hit.

Or maybe its two witches that start the delivery, and theres one that doesn't join in until the end. They hear a tapping at the window and its the other sister. I remember them being wet from the rain. and making more mops to be broomsticks.
