Book about boy escaping prison on the desert and seeks refuge with a falconer man

I read this in 2016. Maybe it was YA, but seemed older than recent years, maybe from 1980s+. It was fairly short and a small book. The desert was in Arizona or New Mexico area. The boy found a man who was friends with falcons/hawks who lived in the desert. I believe the cover was orange tones (desert scene) and likely had a bird of prey on it (I feel like the title also included hawk/falcon etc)
