SciFi short story, probably from the 80s,written in a letter form addressed to the governor from a little kid regarding a town that disappeared

I am looking for the author and publication where I can find a short SciFi story. I read it in a SciFi anthology collection in the 90s, in Romanian. Not sure what language it was translated from but I think it was an American writer.
It was written in a letter form (Dear Governor, ) from a kid that was trying to explain the mysterious disappearance of a whole town. He is explaining that one day, when he returned home, he saw something like a flying saucer taking off and an object like a flash light left behind. When pointing that object to some of his chickens he discovers that they shrink and then he decides to shrink the whole town X because his team lost against their team at football. The kid feels very sorry and is sending the town under a scotch tape to the Governor.
