I’m trying to name this Sci-Fi for scoring

Hi - first time post
In 2000 I read a sci-fi book but I can’t remember the name. Do you know it?
What I remember of the plot is:-

1) It was set in the future and the main protagonist was a part-cyborg rock star. I’m sure he was hired to find someone, maybe an ex.
2) A lot of the story was set with the 4th Reich laying siege to retro-styled Paris.
3) SPOILER ALERT- the siege was broken by the US.

I gave the book to charity 20 years ago but I’d like to score it!
