I'm a librarian and I am trying to help a patron find the name of a particular book. I believe they read it in the 80s or 90s. The book is about an alternate universe where dogs are the evolved species and humans are the pets. As time goes on, the dogs begin to devolve and lose the ability to speak and other evolved skills.
That is all the information I have and I can't seem to find the book anywhere. I want to say it's a YA or children's Science Fiction title, but I don't know for sure.

Not a terribly close match, but have you tried City by Clifford Simak? humans aren't quite pets, just mostly gone.

The Puppies of Terra is about invading aliens who have "domesticated" some humans as pets (there are also "wild" humans known as Dingos); there are no evolved dogs in that.

The Jeff Noon books I recall reading around 20 yrs ago (Vurt, Pixel Juice etc) definitely had some sort of talking dog/human hybrids in them.
