I think the main character was the daughter of some bookkeepers? But her parents got lost at sea and she took on running the library/word bank. Her job was to supply people with specialty words relating to their job and to help further restrict the language by illuminating “unnecessary words”
(Spoilers:) At the end it is revealed that the head person wants to restrict language with the goal of eliminating it completely in the near future. He wants people to communicate with only grunts and no verbal language/words. I think at the end there is some thing with a water tank? Maybe he gets shoved in??
