Animals boarded at a place that’s not good for them, end up plotting to overthrow the establishment. Unsure of genre.

I read this book quite a long time ago now. I don’t remember a lot about it, just that the opening pages where they’re boarded up says something about moldy food and murky water, and that the plot followed a dog (i believe) who was being boarded at a pretty bad place. I just suddenly remembered this book and I want to reread it so bad!

I know there is a dog in Animal Farm by George Orwell but the plot is not only focused on him. Might be the book though?
