Fantasy/sci-fi: Girl arrested for powers sent to place where aliens? control the power?. Read around 2014-2017? Spoilers ahead.

Some spoilers ahead. I think I read this book between 2014-2017, but I could be wrong about that.

This book takes place in a futuristic city divided into different gangs. The female protagonist has some kind of hidden power and is part of a gang, but she is a pretty lowly member. She is arrested early on in the book, because she is caught using her power. She, along with other arrested people, are sent to a different part of the city, or perhaps outside the city, to an area controlled by aliens (I think?). I think the aliens have a blue cast to their skin, and they sort of control the city now, but allow the humans to continue believing they are still in control. I think there's something about the alien creatures controlling the energy generation for the city, but this is a very vague part of my memory of this book.

Once the protagonist finds herself in this new area, she is sort of "adopted" or, actually, enslaved, by the alien beings. But she forms a relationship with one of them.

It turns out she is very powerful and unique in some way. Eventually she inspires the other captives to break free and they return to the city.

I believe this book is part of a series, and in one of the later books, she climbs to power and prominence, beating out one of the other gang members.
