A young kid(12-16 iirc) has the ability to see others memories/dreams. There are magical elements to the world but for the most part it is normal. Pretty sure the story took place in a suburban neighborhood.
S/he meets a grown woman you can read minds when touching the person or something similar to that and s/he remembers her memories that she had forgotten, she starts crying because she loves that memory and had forgotten it.
Another sub story in the book is about a little girl 6-10 named Tamara who loved swimming so much her parents called her tuna fish. One night she randomly transported into her parents waterbed and drown enough to cause severe brain damage. Mc hears the false but happy memories/dream of someone in that family that they save the girl before she drowned but doesn’t know who is thinking it.
