SOLVED. YA Dystopian novel where a girl was imprisoned in a room inside a water tower and there were pig people of some description? [s]

I read this book around 2005 I think but maybe 2003-2009ish. I don’t remember much about it other than it was some kind of dystopia and there was a man who kidnaps(?) a girl and keeps her in a room in a water tower. And I’m not sure if she escapes but when she goes outside she sees that some people are actually pig/humanoid beings? I’m sure it had a white front cover with maybe some light blue but that’s about all I can remember.
