Book about serial killer

Hi guys. I am trying to find this book for years. It is about a serial killer that kidnaps I think is blonde girls and tortures them with cigarette burns. There is this girl that is sort of a scammer and makes people believe a preacher healed her, I think the killer later kidnaps her too. Also, there is one moment when he is in jail, I think for other crime, and convices his cellmate who is sort of "slow" that he is the one who did these crimes. Please help!
