I read the book around 1998? The main character has a vampire move in next door to her and he ends up falling in love with her. Someone he knows is threatening him(fellow vampire)
and the only way to beat him is by turning a vampire and he chooses his neighbor who he has fallen for.
I remember the cover was dark blue and the guy was all muscle looking on the front with dark hair?
I can’t say what year it was published because I picked it up randomly and lost it soon after I read it. I haven’t run into since and so I’m thinking it was published between 1997-2000
