YA Thriller Book similar to On The Run by Gordon Korman - Two teens/possibly siblings on the run from an organization

I read this book around 2003-2006 when I was in elementary school. I don't remember a ton of details besides 2 kids/teens running away/on the run constantly - possibly from the police/secret agency, it was a thriller series, similar to On The Run (Gordon Korman). I believe it was a series, but I think I only read the first book of the series.
