Lucy reaches out to Kane Rogan for information, which irritates Brad Donnelly and is cautioned by her own boss Juan Casilla. Should she have asked for permission first or did she do the right thing?

Lucy will always do the right thing. Kane was a really great source and his information broke this case wide open. If she had asked permission, they would have told her no. Don't ask, don't tell.

Lucy used her contacts (Kane) to get information. I don't see this as any different than using an informant. I believe she found out that Donnelly and Juan Casilla didn't like or trust Kane Rogan after she had asked him for help. It was too late then.

I think she did the right thing. Maybe she could have communicated it better but they needed the intel she got.

I agree. Like Anita said: Don't ask, don't tell. Kane is always a useful tool in situations like this,
