This is a children's picture book with probably a sentence or more with illustrations on each page. The title, as far as I can recall was something like: "Flower or Wolf's Head". It's about a kid staring at clouds and seeing a wolf's head and other scary shapes because they're already scared and after they calm down the same cloud looks like a flower.

My wife read this book in English as a kid in India in the early 90s.

Sorry most of the other details are kinda vague, but I'd really like to track this down
