i think u can since its a set of new characters but u might not be able to know all the other characters' backstory? bc im pretty sure TMI characters pop up somewhere in the series. but then again i havent read the series u mentioned so im not 100% sure

so i wouldn't say you need to read tmi before chain of gold or clockwork angel since these play earlier in time. there might be some things you wouldn't see like for example ressemblance of related characters but it doesn't matter for the understanding or the enjoyment. it's really no problem.

with lady midnight it's different since it plays after tmi. so there are events and characters of that series that get referenced. i think you can still read it without tmi but it might make some things a bit confusing and more difficult to understand for you :)
