Read in the early 2000s, could be from the 90s at the earliest. Part of a series (I read it in German but it could have been a translation).
Children's fantasy about a boy who develops time stopping/traveling powers. He is part of a group that protects the time continuum from agents of Chaos (Chaos is a female personification if I remember correctly).

There might have been a girl who is introduced by the boy into the world of time traveling.
