YA Sci-Fi/ Fantasy, Time Travel. Heros move from time to time and outside of time, but it is breaking down. Starts with heroine on station waiting to be evacuated at start of WW2. Read around 2000.

Read about 20 years or so ago. Begins with heroine on station waiting to be evacuated at the start of the second world war - but the date is too early. She meets our hero at 'Buck House'. The image I remember is of a wheel, spokes out to various times, and a space at the hub that is 'outside' of time. Time is becoming unstable and set things are moving slightly.
