I think originally read in the 70's.
It was written the USA in English.

There was a war between many planets and many were ruined and the people were sent to other planets. Also, during the war, some animals were modified, made more intelligent, and given more power to be used in the war. I think they were all from Earth. At least two other books were written with the same, but with a different character. The book I'm looking for has a guy that is from one of the ruined planets, now living on a different planet without many rights and with little money. The guy starts working for a company that is selling pets.

SPOILERS AHEAD

As he works, he finds that there are some of the enhanced animals (mostly cats) that are there and eventually discovers they are being sold as pets and being used to steal from the buyers. He is able to talk with the animals. In between all that, he is also sent to work with a (I think) park ranger that is wanting to buy an owl, falcon, or something like that. While working with the ranger, he finds out there is a mysterious place out there that is considered very dangerous. They don't call it magic, but it has creatures from the past. He eventually runs away with the animals and hides in the mysterious place. It ends with the bad guys being caught, I think by the him and the ranger, and he becomes one of the rangers.

The other two you mention are probably The Beast Master and Lord of Thunder. But she wrote other books starting in the Dipple - the big refugee camp/"Displaced Persons" township in Catseye - including Night of Masks and Judgment on Janus.
