I read this book as a young teen in the early to mid 1990s and it took place in that time as well. There is a single dad taking care of the baby, and the girl becomes a part of their lives.

No mother in the picture, but I don't recall why. I can't remember where the child is found. I think the child's name is Happy, but the dad calls her Doe. The girl in the story gets attached to the family. I don't recall if it's a romantic attachment or not.
