I don't remember if he gives to the poor or is just a well-meaning grifter who steals from "the man". I *think* part of the plot was him living in a van so tracing the model calls would just lead to RV parks and public phones.

Google Books has a limited preview of The Programmer: A Novel by Bruce Jackson - Jay's suggestion. You might get lucky searching for keywords:

Plot: guy with a computer and a modem discovers he can break in to banks/stores and steal money/goods. Buys a van (RV?) and travels around the country as a sort of Robin Hood, breaking in to banks for money to pay for his travels. This was *not* science fiction, the technology was explained in very lay terms. He met his wife/gf while on his travels. No memory of how the book ends. I remember it being more of a techno-savvy hippie-turned-Robin-Hood book than anything else.
I was in an experimental computer programming class in Jr. High and sold Commodore 64s at a store when I was in high school, so I knew about "phreaking" and "hacking". My memory is these words were not used in the book.
