YA book about girl who was in an accident/amnesia, but its not actually her

I read a book in like 2013-14ish about a girl who woke up in the hospital with a mom, friends, and a boyfriend but she doesn't remember them. Theres this boy she keeps seeing around who feels familiar, but her mom swears she doesn't know what she is talking about. Pretty sure the girl isn't actually her daughter, he memory was wiped to replace the girl that actually died in the accident.
The boy/love interest knows her from her past life, she has memories of her living in a house, and knowing he was in the house writing down her every movement. he was spying on her for the government I think. She wasn't supposed to know he was there, but she did. They fall in love, the government takes her way. She slowly starts remembering this.
I don't know why it is bothering me so much I cannot find this book, please help, Thank you!
