The bin takes a boy into a trash version of London and I remember at one point they go to Westminster Abbey and it's full of webs. I've been trying to find this book for ages. It's a quite a thick book.

Could it be Un Lun Dun by China Mieville? The main character is a girl, not a boy, but the rest seems to fit, and one version of the cover is blue and features a bin with hands:
