ABANDONED. YA Sci Fi/ Fantasy. Set in a dystopian future where everyone lives in moving cities. Story is about breaking the class divide between the lower and upper levels. Read in late 1990s/early 2000s. Not Mortal Engines.

Hi! Really struggling to remember this book, it's NOT Mortal Engines but watching Mortal Engines is what has made me remember it. At my best guess I likely read it in the late 1990s or early 2000s so my memory of the storyline is very vague. I remember that it was a dystopian future book where everyone lived in giant cities on wheels. I think the main protagonist was female and there was a romance theme. There was a class divide between the lower levels, where people lived in poor conditions and kept the city running and moving, and the upper levels where people lived in luxury. I think there may have been the word 'song' in the title but I'm not certain (Plainsong rang a bell during my search but it was definitely not that!). Sorry it's so vague but I probably read it around 20 years ago!

Probably not your book because the MC is a man, but I will leave it here, just in case: Roller Coaster World.
Here's the Google Books preview of Tova's suggestion - Roller Coaster World by Kenneth Bulmer:
