In my opinion it is completely wrong.
First of all, whoever can combine should be able to do separate.
Secondly, it is completely wrong, irrational and derogatory to consider books in different languages, the same. And this is because they are completely different. Translating a book into another language has, first of all, a different language, a different edition, a different ISBN, a different publisher, a different cover, different pages and a different price. So how can it be the same book? It is completely different! And so you have to deal with it. The same goes for publishing a book in electronic form.
The Combine algorithm works completely wrong.
Third, it is very demeaning for languages other than English, to be considered minor. The same goes for the names of the authors.
So I urge you to change your language policy.
And let me remind you, that even Amazon does not support languages as ancient as Greek! And that is unacceptable.
