SOLVED. YA SciFi Fantasy. Surprising ending where heroine faces off against mutant creatures. Spoiler ahead.

The ending of the book has the heroine facing off w/ these mutant creatures. First they just seem like the other creatures fought , but she recognizes one. Realizes killed friends or enemies have been recycled/reanimated as monster mutants. Don’t know why but thought from end of hunger games or something similar

This did happen in The Hunger Games. Near the end she is attacked by a group of some genetically modified creatures and one of them is one of the contestants. I think she's on top of that large conch thing (the cornucopia?). I'm sure someone will know the details.
