Personally, I loved the ending, and spent a while trying to make sense of what was "September" and what was "July".
What I finally settled on is that after everything, July was able to gain confidence and individuality, which she always associated with September. I think July spent her whole life as herself, but her north star was what she thought September would do, which is why the lines between the two are blurred.

I thought she only managed to be herself in very specific situations, like when she realized September had passed away, and in the very end when she realized she has aged and her hair is gray and her mom doesn't answer her anymore (probably because she also passed away eventually).
The ending meant for me that because of the promise she made to September that even if September died, she would be the one to live on. That means that July kept her promise but for that her own persona had to be buried deep down in her own mind, (the basement of the house as she says) for September to live on, allowing September to fill the other "rooms" of her mind, thus making July "be" and act like September, not like herself.

I agree with you. The only way July could live, I think, is if September lived on in her. September could not be allowed to die.
I thought the ending was oddly satisfying. I thought it was a lovely way to finish the book
