I remember the first page is about a boy leaving a cafeteria room to go to this classroom. There are other people who can manipulate molecules but not as well as him. There is this like circle technology thingy to focus his power. Please help!!

He can use the circle technology to create things like cloud, ice, lightning or something along those lines. This is during school. He gets up from the cafeteria table. Something about getting in trouble or having a disability.
