Why Gandalf does not have power there?

Anakinn Why theoden said "You have no power here". Why not Gandalf has power there? Is it just a randomly said bossy sentence or not?
In fact It was not told randomly. Yes Theoden was wick. And his mind was poisened by Saruman. But Why Saruman thinks Gandalf the grey does not have any power there?
Saruman knows he -the white wizard- is powerfull then the Gandalf -the grey Wizard-. And he knows a grey wizard has not power in dark places. Bu a White Wizard has. So he thinks Gandalf's does not have any power in there. And Make Theoden say it.
