SOLVED. Children's Fantasy book. Protagonist was a blind boy called Matthew. [s]

I only read the first few chapters so my recollection is vague. I think the genre was fantasy and Matthew (who was blind) might have had special powers linked to his blindness- maybe he could hear things other people couldn’t. Towards the start of the book, his new female neighbour visited the house and I think she was startled by something (maybe she was magical too?) knocked a vase over and left. Matthew’s mother thought he was lying about how the vase was broken but later the woman returned and explained.

Read in 2014-2016 in Britain, the book seemed older- maybe 1990s or early 2000s? I think the cover was blue with Matthew on the front, maybe with images of
sound waves or something?
