ABANDONED. Post-apocalyptic Earth-set SciFi book about group of heroes fighting a tyrant emperor and his savage minions

I read it around 2002 in Jr. High. It was sorta similar to the Death Lands books or even Battlefield Earth (but good) but I know it was neither. Everyone was dressed similar to Mad Max but no driving of any super-vehicles. The emperor/tyrant/main villain/evil ruler was basically armored, tall, ruthless, taunting the protagonists and fighting both the hero and heroine himself (vaguely recalling).

It was rather cinematic and it could have easily become a film. It was rather suspenseful with lots of heroes sneaking around different areas from the baddies of what was once Earth (if I recall that setting part correctly) but was also rather action-packed. I suspect it came out in either the '80s or '90s (mainly the former) but again I don't have a clue.

I hope this is helpful but I seriously want to know who this book and author is. I can't recall but believe that perhaps it was a series of books.

I sooooo hope that I get this solution resolved.
